Diseases that require long-term treatment such as Diabetes, Hypertension, COPD, Cancer are called “Chronic Diseases”. Our health system has made some positive discriminations in access to medicine and care to make the lives of these patients easier.

1. Drug Report (Health Board Report)

Patients who use drugs constantly can obtain a “Drug Report” (Specialist Physician Report) so as not to pay examination fee by having the doctor prescribe it every time.

  • Advantage: No Co-payment (Pharmacy difference) or very low payment is made for reported drugs.
  • Duration: Reports are usually valid for 1 or 2 years. They need to be renewed when they expire. (They were extended automatically during the pandemic period, now returned to normal).
  • Prescription: If you have a report, you can also have your Family Physician prescribe your medicines (No need to go to the hospital).

2. Home Health Services

For chronic patients who are bedridden or unable to go to the hospital, the Ministry of Health offers “Home Health Service”.

  • Application: Registration is created by calling 444 38 33.
  • Service: Doctor and nurse come home to examine, take blood, change catheter, write prescription. (It is not an emergency service, it is an appointment system).

3. Disability Report and Rights

If the chronic disease has progressed and caused organ loss (Loss of workforce), a “Disability Health Board Report” can be obtained.

  • Rates: Rates of diseases are added (Balthazard formula). If it exceeds 40%, “Disabled” status is gained.
  • Rights: Tax deduction, Early Retirement, Free Transportation, Water/Electricity discount, Civil service with EKPSS.

4. Disability Retirement

If the disease becomes severe enough to cause 60% loss of working power (e.g., Advanced stage kidney failure, Cancer, Severe heart failure), one can become Disability Retired with 10 years of insurance and 1800 premium days.

Q: Can the equivalent of the reported drug be given? A: Yes. The pharmacist can give the equivalent (generic) drug with the same active ingredient. If you insist on the original drug, you pay the price difference out of your pocket.
