The “Anonymous” Problem

Your reputation is ruined by @User12345 on Twitter. You file a complaint. Will the prosecutor find them?

1. The US Platform Barrier (X, Instagram, YouTube)

These companies are US-based and follow US Law (1st Amendment).

• They SHARE IP Data For: Terrorism, Child Abuse (CSAM), Homicide Threats, Organized Crime.
• They DO NOT Share IP Data For: Defamation, Insult, Simple Threat, Privacy Breach.
  • Result: If the user is smart (only logs in via US platforms), Turkish police often get a “Negative” response for IP requests in simple insult cases.

2. When Can We Find Them?

Even without IP data from Meta/X, we can catch them if:

1. Phone Number: They used their real Turkish number for 2FA.
2. Cross-Platform Slip-up: They used the same username on a local forum (Ekşi Sözlük) or game site (which DO share IPs).
3. Self-Doxing: They posted a photo of their street, cat, or hand.
4. Local ISPs: If they access a local Turkish site/server, local providers (Turk Telekom) have the logs.

3. How to Collect Evidence?

Screenshots are weak (easily Photoshopped).

• Use “E-Detection” (E-Tespit): A service by the Union of Turkish Notaries (TNB). It timestamps the URL and content securely.
• Video Screen Capture: Scroll through the profile, click on URL, show the date/time. This is better than a static screenshot.
