Can Foreigners Buy Property? (Reciprocity)

Turkey abolished the “Reciprocity” principle in 2012. Citizens of almost all countries (except a few like Syria, North Korea) can buy property in Turkey.

Limitations

  1. 30 Hectare Limit: A foreigner cannot own more than 30 hectares nationwide.
  2. Military Zones: You cannot buy property in security zones. (This check is now automatic for many areas, but still applies).
  3. 10% Rule: Foreigners cannot own more than 10% of the area of a district.

The Process Steps

  1. Appraisal Report (Ekspertiz): Mandatory for foreigners. An independent valuer determines the real value to prevent tax fraud and citizenship scams.
  2. DAB Certificate: You must sell your Foreign Currency (USD/EUR) to the Central Bank and get a “Döviz Alım Belgesi” (DAB). You cannot pay in Lira directly without this conversion.
  3. Title Deed Application: Apply to the Web-Tapu system.
  4. Taxes: 4% Title Deed Fee (usually shared 2% Buyer - 2% Seller, but often pushed on Buyer).
  5. Signature: Both parties sign at the Land Registry Office (Tapu) or, as of recent regulations, at Notary Offices (Noter). Notaries can now legally conduct real estate sales transactions.

Citizenship by Investment

If you buy property worth $400,000+ (and annotate not to sell for 3 years), you can apply for Turkish Citizenship.
