Those who worked in more than one status (e.g. first Bag-Kur tradesman, then SSK worker) throughout working life must combine these services while retiring. However, combining process can change your retirement status and salary.
1. Is Service Combining Mandatory?
Yes. When you request retirement, SGK gathers all your services (4/a, 4/b, 4/c, Bank Funds) under one roof. You cannot say “I don’t want to count Bag-Kur period, let me retire only with SSK”. (Exception: Sometimes periods not useful can be left out in partial retirement).
2. How is Retirement Status Determined? (Last 7 Years Rule)
For those insured before October 1, 2008, “Last 7 Years Rule” (Actually last 2520 days premium) applies.
- Last 2520 days premium payment before retirement of insured is looked at.
- Whichever status the majority of this period (One more than half = 1261 days) passed in, one retires from that status.
- Example: You paid Bag-Kur for 20 years throughout your life, went and worked as SSK in a place for last 3.5 years (1261 days). You retire from SSK conditions (earlier and with higher salary). This is what is called “Last 3.5 years rule”.
3. When Should Service Combining Be Done?
Formerly it was done when submitting retirement petition, which made salary binding take months. In current system, it is best to submit petition and combine services 1 year before retirement. Thus when retirement time comes, transactions finish in 1 week.
4. Does It Affect Salary?
Service combining can sometimes reduce salary! If your Bag-Kur premiums were always deposited from minimum wage and your SSK premiums from ceiling, inclusion of Bag-Kur days can decrease the average. This is a technical calculation and requires retirement planning.

Q: How does Emekli Sandigi (Civil Servant) service combine? A: If there is civil service, rule changes a bit. Periods passed in civil service usually create problem in retirement bonus calculation. For bonus to be received for civil service period in service combining, civil service must have ended “In a Way Entitled to Severance Pay” (Not resignation, but retirement etc.).
